Planspiel - Debate

The Planspiel was the second roleplay executed by our project group. The idea was to have a conference in which every student would represent a different personality of a different institution or agency Brexit-related. The event was hosted by students playing roles from the GRB Expert Committee for Environmental Affairs. This conference lasted for two days, and in between we had time to theoretically apply mechanisms in order to affect the process of decision-making.

We selected a few groups of high relevance for this debate:

​

  • Green Party (GP) of England and Wales

  • Scottish Fishermen’s Federation (SFF)

  • Greener UK

  • DEFRA – Department for Environment, Food and Rural Affairs

  • National Farmers Union (NFU)

  • CBI – Confederation of British Industry

  • Scottish Greens

  • Environmental Change Institute – University of Oxford

  • Landscape Planning Consultancy Office

 

We also had participants representing the Press from two different sources: The Sun and The Guardian.

 

During the whole roleplay mechanisms from our Glossary were applied, and the media correspondents would also make public reports in order to get more dynamic discussions.

The main topics approached were:

  • The precautionary principle as a major driver for environmental standards and protection

  • The need for stricter rules and a governmental oversight

  • A high interest to lower EU standards

​

Some questions raised by the group after the debate:

​

  • What parts in the regulations need to be changed?

  • What cannot be transposed during the Brexit?

  • Is there a need for immediate new regulations?

  • What is the role of the devolved nations?

  • How should renewable energies be regulated: on a local or a federal level?

  • How can fisheries be regulated in the future?

  • What are the overall goals for the future?
